INTRASOFT International is responsible for the production and maintenance of the Common specification as well as for the development of the EMCS Start-up Pack (SUP) and all other central applications required for the operation of EMCS (Testing Applications and SEEDv1); for the provision of consultancy, training, and support to the Member States and the provision of Help-desk services to users.

e-Customs Gateway for EMCS

The e-Customs Gateway is INTRASOFT International's solution that allows the exchange of EMCS messages with Customs and Taxation authorities.  The product integrates with ERP or other systems of traders and collects data used to create messages that must be transmitted to the respective governmental organizations. This approach is less error prone and time-efficient than manually entering data in trader interfaces that governments provide. Responses received are loaded, processed and stored by the e-Customs Gateway forwarded back to ERP systems according to client requirements.

By using the e-Customs Gateway economic operators can automate the full process resulting into the transaction costs reduction and can achieve compliance with the new procedures since they will be able to test their processes in moving excise goods without taking any additional financial risks. The e-Customs Gateway covers multiple Member States allowing off-the-shelf compliance with the countries Economic Operators operate. It can be deployed centrally to serve multiple Member States thus avoiding expensive systems redundancy, geographical dispersion and unnecessary costs.

Functionality of the e-Customs Gateway:

  • Integrates with Customer's ERP (SAP, Oracle, etc) and other supporting systems (e.g. production or supply chain management systems), to collect data that need to be sent to government authorities.
  • For economic operators using SAP, integration can be easily achieved using IDOC files that can be used in existing SAP systems, thus avoiding costly integration and customization.
  • Compiles and validates the data set required by government institutions (Customs, Tax Authorities, etc) of a specific country and transmits the data in the format (XML, EDI, text files, etc) and network mechanism that the government administrations rely upon (Web Services, X25, JMS, etc).
  • Receives data (responses) from Government Authorities and forwards it to customers - either via the ERP or through dedicated interfaces of the e-Custom Gateway.
  • Archives all transactions for auditing and legal compliance purposes and provides tools for monitoring and auditing of the flow.
Deployment methods:
  • The e-Customs Gateway can be used as a centralized customer-hosted installation, with which  customers need to buy the main engine only once and the nationalization packages for the countries they are interested in.
  • The system can be purchased as a hosted service (ASP) where companies can pay per transaction. The service is hosted in a secure data centre residing in Luxembourg and is covered by a stringent SLA.

Go-live dates for EMCS


The live implementation of EMCS will commence on April 1st, 2010 with progressive implementation for all economic operators that will be completed by 31st of December 2010. From 1st April 2010 Economic Operators, wishing to submit e-Administrative Document (e-AD) via EMCS, will be able to do so depending on their country of operations.

X-EYES

Following decision n°1152/2003/EC of the European Parliament and of the Council of 16 June 2003, Member State Administrations will set up a computerised trader-to-trader link to monitor the movement of goods travelling between the Member States under duty suspension, now known as EMCS (EXCISE MOVEMENT CONTROL SYSTEM). This system will contribute towards the fight against fraud and the facilitation of trade in the internal market by simplifying formalities. The first Milestone of the EMCS operations (April 2009) is right round the corner and we are all anticipating the moment that the first e-AADs is successfully exchanged. EMCS relies on team work and its success depends on the cooperation of all the Member States.

Driven by the challenges Member State Administrations face, INTRASOFT International and IBM combined their strengths and created the solution that every EMCS leading player would trust. We named it X-Eyes in appreciation of the human effort placed all these years on eye-monitoring of the excise movements. Our X-Eyes can now take over as the only product to trust.

X-Eyes has been designed to replace the existing paper-based procedure (the Administrative Accompanying Document or AAD) with electronic messages travelling from the Consignor to the Consignee via the Administrations of the Member States. In line with the eCustoms multi-annual strategic plan (MASP), our objective is to provide an EU-wide integrated electronic messaging system for monitoring intra-community movements of Excise goods travelling under duty-suspension arrangements.

We are delighted to experience the achievement of our objective through the successful implementation of our solution and we are looking forward to its complete fulfillment by witnessing EU-wide integration of our system.

Trade Made Easy

INTRASOFT International has implemented the Trade Made Easy application. This application fully facilitates all interaction between a National Customs Administration and its economic operators, i.e. it enables economic operators to submit declarations electronically, receive all notifications issued by Customs, and monitor the status of their movements. Trade Made Easy provides both an interactive and a web services interface.
