ELLECTRA (e-Tendering Application Framework)
The cost of implementing electronic Public Tendering (ePT) practices has been identified as one of the main barriers for the deployment of ePT solutions in the EU. The ELLECTRA Application Framework aims at minimising the costs and efforts associated with the realisation of ePT solutions in the EU.
ELLECTRA is an Open-source Application Framework for ePT that enables, on the one hand, ICT developers to cost-effectively develop, and, on the other hand, European Public Administrations to easily adopt and use interoperable, user-friendly, secure and EU compliant ePT solutions. ELLECTRA provides a number of security and audit trail features, utilising state-of-the-art technologies (PKI, Digital Certificates, Digital Signatures, etc.), which allow the process of e-Tendering via the Internet with guaranteed integrity.
The ELLECTRA Application Framework utilises the latest technologies and methodologies for the generation of ePT solutions, and adheres to the latest IDABC guidelines to support compliance with the EU legislation framework. Due to the fact that the Framework follows the Model Driven Engineering approach of software development, all the required Functional Requirements to realise a concrete ePT solution are supplied in the form of models. Even though the workflow for each public procurement procedure is fixed within the Framework so as to ensure that an ePT solution generated by it will follow the EU directives, the realisation of its components is up to the developer. A developer is free to customise, extend, and combine pre-existing models provided by the Framework or design his own. A highly intelligent model transformation engine bundled with the Framework ensures up to 70-80% of the required code is automatically generated from models.
Having in mind that by 2010, all EU administrations should have the capability of carrying out 100% of their procurement electronically, the ELLECTRA Framework intends to become the enabling infrastructure for developing ePT solutions in the EU.
