Export

The Export subsystem(ECS.core) implements core export procedures used by Customs Administrationsaround the globe and covers all major exportation areas:

  • export procedures based on typical export and exit summary declarations
  • outward processing, simplified procedures for the exportation of goods

The system allows CustomsOfficers to approve export requests and closely follow up approved exportprocedures until completion. It supports the application of exit formalitiesand commercial policy measures and, where appropriate, the calculation ofexport duties.

The subsystem covers the followingCustoms Office roles: the office of Export and the office of Exit. The office of Export provides facilities for the submission/approval of anexport declaration, close follow up of the export movement until itsrelease/clearance and also supports "post clearance" processing of the consignment.The office of Exit provides facilities to manage the exit of a consignment fromthe customs territory.

In addition to a fullcustoms declaration, the Office of Exit also supports Exit summary declaration(EXS). EXS is lodged in the Office of Lodgement instead of the Office ofExport, due to differences in procedure.

Apart from the usualexport declaration procedure and exit summary declaration procedure, ECS.corealso covers the Outward processing procedure, which allows goods to beprocessed outside the Customs territory and then brought back to be put intofree circulation.

ECS.core subsystem allowsissuers of authorisations to use a simplified procedure for an exporter wishingto export under a simplified export.

The ECS.core subsystem canbe easily customised to national needs and is flexible in terms of interfacesto other systems as required. For example, ECS.core interfaces with externalRisk management systems provide risk assessment related to the consignment inquestion.
